NAIS ni Senador Risa Hontiveros na busisiin ng Senado ang sinasabing pagpasok at pag-kontrol ng China sa power grid system ng Pilipinas.

Sa kanyang Senate Resolution 223, isinusulong ni Hontiversos ang pagsasagawa ng imbestigasyon ‘in aid of legislation’ at national security audit sa operasyon at mga pasilidad ng National Grid Corporation (NGCP), ang power transmission service provider ng bansa.

Sa tala, 40 percent ng NGCP ay pag-aari ng State Grid Corporation of China.

Iginiit ni Hontiveros na sa pamamagitan ng audit, marereview at ma-eevaluate ang performance ng NGCP at maiimbestigahan ang ulat na kontrolado na ng China at may kapangyarihan itong i-shutdown ang power transmission system ng bansa.

“We need to know for certain if our energy systems and infrastructure fully remain under Filipino control, and if we have implemented the technical safeguards needed to prevent foreign interference in or sabotage of our national electricity grid,” giit ni Hontiveros.

Tinukoy ng senador ang mga ulat na mga foreign executives ng NGCP na ang nagha-hire at nagde-deploy ng foreign drivers at engineers na paglabag naman sa Konstitusyon ng bansa.

Sa deliberasyon sa Senado sa budget ng Department of Energy, inamin ni National Transmission Corporation (TransCo) President Melvin Matibag na may kakayanan ang isang 3rd party na i-disable ang power grid kasabay ng kumpirmasyon na bagama’t may oversight functions ang ahensya, limitado lamang ang access nila sa  pasilidad ng NGCP.

“If these reports are true, these vulnerabilities pose a grave risk to public infrastructure, to national security, and to the daily lives of our people. We must address and correct these flaws immediately,” diin pa ni Hontiveros.
